It’s possible to be a marshal but to reach top 100 is quite imposible(unless they all change to use other torrent dler.And the scoring seem to have some bugs that decrese the points collection.

for normal seeding u need to start the task to enable it to seed whereas for persistent seeding u dont have to start it to enable seeding.
